The Ministry of Communications and Digital Technology has announced it will not renew its contract with Kelni GVG, the company managing Ghana’s telecom traffic monitoring system, when it expires.
At a press briefing on April 9, 2025, Minister Samuel Nartey George cited unsustainable costs, noting that monitoring now consumes 84% of generated revenues—up from 28% in 2018.
The Common Monitoring Platform was introduced to track inbound calls and prevent revenue leakage, but the $89 million contract has faced ongoing scrutiny from civil society and Parliament over its value and procurement.
IMANI Africa even challenged it in court. As part of the transition, the National Communications Authority (NCA) will take over monitoring responsibilities. Mr George has instructed the NCA to begin an operational audit and prepare for a smooth handover. He emphasized that the authority will operate under strict accountability standards to ensure efficiency, transparency, and better use of public funds moving forward.
